Ein Ort für die gesamte Konfiguration, später über Konfigurationsdatei mit Inhalt füllbar

Routine unter internal, die die Konfigurationsstruktur bereitstellt/definiert.

• temporär wird die Struktur von der Routine selbst mit Inhalt gefüllt
• Auf Dauer Gestaltung und Einlesen einer Konfigurationsdatei
